Yes, WWE can negotiate with multiple networks (including USA Network) to get a big money deal, maybe close to a Billion dollar deal, if they constantly do 5.0 to 7.0 TV ratings.
Like you said, you don't watch WWE Shows anymore and it would appear that you pay very little attention to The Business Section of The Newspaper as well. WWE shopped WWE Monday Night Raw and WWE Firday Night Smackdown to other Television Networks as their Television Deals with Comcast-NBC/UYniversal were expiring. No Television NEtwork offered WWE more than Comcas-NBC/Universal offered them.
Moreover, WWE Network has nothing to do with Comcast-NBC/Universal otehr than the fact that WWE has all hteir Pay Per Views on WWE Network, so Cable Providers and Satellite Providers no longer can sell as many WWE Pay Per Views and some Cable Providers and Satellite Providers no longer carry WWE Pay Per Views. WWEcan change their Ratings all they want, most of us have 1,000+ Channels on our Cable Systems, so we have a lot more programs that we can watch than we had in The 1990's and the 2000's.
