The 3-day notice supersedes the prior 60 day notice. The prior notice was required if you were being evicted for any reason other than failure to pay your rent. You then proceeded to fail to pay your rent.

That's where the 3-day notice kicks in. If you fail to pay within 3 days, your landlord can immediately start eviction procedures for non-payment of rent and you will be out of your home before the 60-day process kicks in. Pay your rent within the 3 day period and you go back to having 60 days.
