Israel/Palestine is a good example As you may recall, Israel conquered the West Bank of the Jordan River in 1967, and has asserted military control of it ever since (the ongoing negotiations with the Palestinian Authority notwithstanding). This control allowed Jewish immigration for the first time since Israel's independence in 1948, and many settlers took advantage of the opportunity to set up kibbutzim (collective farms) in what they called "Judea & Samaria. " Water is a precious resource anywhere, and the increasing population of the West Bank has put demands on it that are difficult to sustain.

There were many allegations over the decades that the Israeli authorities refused to allow Palestinian communities to dig new wells as the old one dried up--yet that they allowed Jewish settlers to dig new & deeper wells, tapping into a shrinking water table. Here's an article (www.wrmea.com/backissues/1095/9510013.htm) that illustrates this conflict.

The Bellagio Draft Treaty United States-Mexican dispute over the surface and groundwater of the Colorado River, provides an example of an international instrument which considers groundwater within the unitary whole of the hydrologic cycle. The Draft Treaty was developed; (1) to be used as a blueprint for treaties regulating international groundwater resources, (2) to facilitate cooperation, and (3) to achieve optimum utilization of the resource. The preamble to the Draft Treaty provides that the "conjunctive use of surface and groundwater" resources is the foremost means of achieving rational and efficient water use while simultaneously safeguarding those resources for the future.

Significantly, comment three discusses the definition of "conjunctive use" and explains that the phrase is rooted in the hydrologic interrelationship and interdependence between surface and groundwater, which further emphasizes the reciprocal effect one has on the other.
