Congress can amend the constitution, but not without a vote. They can also call a constitutional convention to rewrite a whole or part of the constitution, but again, not without a vote. Although, there are ways around the constitution.
For example, if congress passed an unconstitutional law and the president signed it, the supreme court may rule the law as unconstitutional, but because it is the president's job to enforce the law, he can disregard their ruling, even though this generally leads to a huge drop in popularity.
