Several reasons: The general resistance of the American public to ANYTHING that changes what they consider to be God-given traditions. We are also the only industrialized country that still uses feet, pounds, and gallons. That costs the economy tens of billions of $ per year plus is responsible for about 25% of the trade deficit, but any attempt to "go metric" produces howls of protest because it's supposedly "unAmerican" ... even though we had the first 10-based currency anywhere in the world.
The even greater resistance of members of congress to go along with any such changes. Take health care. We spend more on health care per capita than any other country and are somewhere around 30th or 40th in terms of actual health, because Congress cannot and will not tackle the issue of national insurance ... again like every other industrialized country.
Note also that in most other countries the legislature does not control coinage, the Mint does so as an independent entity. Lobbying by protest groups whose volume far exceeds their numbers. For example, Save The Greenback can go into overdrive at a nanosecond's notice to shower Congress with so-called grass roots protests when anyone even BREATHES the idea of reducing production of the $1 bill.
Also, Crane Paper is the sole producer of paper for the BEP. They do not want to lose that business so they have hired a very large and effective group of lobbyists that descend on Congress whenever change is suggested. It's all symptomatic of the current gridlock in American politics, and probably won't be resolved anytime soon.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
