No, they can't. Anyone who meets the proper requirements to get on the primary ballot (generally just amassing a certain number of signatures) can run in the primary in a state. Now there is a limitation on Trump's ability to run as an independent candidate, like he has threatened to do.
Several states have "sore loser" laws which prevent someone who has appeared on a primary ballot from running in the general election if they lose. These laws would keep Trump from running in several states and would all but certainly keep him from winning the election.
