Both, but a train can be a consumers good as well. It depends on how it is used. If used for a lovely train ride or as a means of transportation by a consumer t is a consumers good, if used to transport materials, store materials, or help to produce a product then it is a producers good.

Either way, it is certainly a durable good (I.E. not immediately used up in production the way X amount of butter would be in the making of a cake).
