Can you try declaring the UserControl1 as public property(e.g. "UserControl1") on the PageDefault. Aspx and then in the UserControl2, use Parent.Page. UserControl1.GetLabelText()?
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
