Once upon a Hub... the up and down votes used to be viewable. (this was a few years ago when they were first added as a feature) And instantly, everyone became obsessed about them, especially down votes. People wanted to know just who was voting them down.
And thus, admin decided to make that info not viewable, and have since said that it's just a tiny fraction of what goes into a HubScore calculation.
So, to go back to your original question... very little happens when someone votes a Hub up or down.
I haven't discovered any way to see how many up/down votes a hub has been given. I think it's more for the staff at HubPages than it is the users. I would guess that it factors into hubscore, both for that particular hub and the author.It is also probably a means of flagging inappropriate, offensive, or poorly written hubs, which they can take action to correct.
We may one day be able to see how many 'up' votes we've gotten, but I doubt the 'down' votes will ever be displayed (for the same reason that there is no 'dislike' button on facebook). It just promotes negativity in a community that should stay positive.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
