Execute comand ntpq -p using jsch?

Time Synchronization is done in 2 ways. Slam or the Slew. Then you slam you set the time on your time client based on what it receives from the server.

But some applications cant handle sudden time changes. So you need to slew (gradually change it to correction).

Here is the exact code I use since couple of years, you can get a try but I see no major differences that could make it working and yours not.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
