Yes and no Yes you computer will run TF2 on medium or high, with a good and steady frame rate (won't skip or anything) No because lag has to do with packet loss (information being sent and received dissapearing while in transit) So this has more to do with your internet connection and the ping between you and the server/ you and others you are playing with. Not your actual computer specs.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
