I ever had bad experiences with ATi Cards, its glitches after 1 year. And first suspect is bad power supply on my tower. But the other PC is going well using GeForce Card, I suggest you to buy GeForce Cards then ATi.
But opinion about the low budget are also right, you better to buy more higher quality. You know, game right now ...
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
