If He didn't know it, He isn't all knowing.
If He didn't plan it, then God is working on plan B.
Since God is all-knowing and He states that everything is part of the plan, then we must believe that everything works according to even the fall of man and the conflict with the angels.
Because He created them with a choice to serve he didn't want robots Angels they must have a free will. From our choices He made consequences of good or bad consequences to be the results of that choice. In order to serve m they had to make the right choice.
Some did and some did not. Those that did, areknown as the good Angels,and those that did not became known as the bad Angel's. Which is why we have :Good and evil conequences that result from our choice of intellect.
He sent s messengers to tell everone on earth about these consequences so as to make a choice of good or evil coduct and existence. So here we are.
You have the first premise - God is perfect all seeing, all knowing, all powerful.
Therefore, the creation of angels with the knowledge of the outcome must have been a deliberate act.
Second premise - compulsion, therefore God is not perfect, not all seeing, not all knowing, not all powerful.
I rather like Gregory Widen's explanation of the war in Heaven in the Film, The Prophecy, when he put the words into Christopher Walken's character's (Arch angel Gabriel) mouth, 'talking monkeys. ' The angels are jealous of mankind because they have souls and can go to heaven.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
