If you are cooking them, I would think there would be very little difference between fresh and frozen. Fresh is another thing. What are you making?
Unfortunately, there has been no evidence that ginger, peppers, or anything else along those lines actually cures cancer...or has any effect on it whatsoever. That said, if you have even a sunny window and a flower pot available to you, habaneros are very easy to grow, just don't over-water them (the leaves turn kind of a lime green when they've had too much water).
