That's like asking what's better, Pepsi or Pizza. They are completely different. Skyrim is a single player RPG, COD is a FPS multiplayer (I know there is a single player campaign, but it's not the reason people make a fuss about the game.) There is no competition here, just personal preference.
But I'll humor the intent of the question: I side with Skyrim.
Your freind sounds like he hasn't played skyrim. Black ops 2 cannot beat skyrim in evrey way, as skyrim as a complete diffrent playstyle, but you're freind can have hisopinion, personally I think that black ops 2, and all the other call of duty's after world of war, are a overated, repetative piece of crap, and skyrim offers 100 times more replayabillity.
Halo 4 by far. Game play: Halo offers more unique, diverse game play then COD could ever hope to come close to. COD games have had the exact same game play since Call of duty 4, which was released a while back.
Game play hasn't changed a bit. With COD, you have the same experience every year, nothing more. There are tons of COD clones out there with similar game play.
The FPS market is over saturated with COD like clones. Halo has a unique experience unlike any FPS out there. The guns are well done, diverse and numerous.
In halo, you actually have to beat someone down or stab them from behind. In COD, the brush of a knife against a foot is an instant kill. That's cheesy, lame and unsatysifying.
Halo has armour abilities which also help to mix things up. Kill streaks(now score streaks) are the stupidest concept I have ever seen. The best players in the lobby get the most points, and have the most skill.
Then they reward them with tons of power through a cheap chopper and such. This results is extremely unbalanced, unfair game play. Why do you think so many people rage quit?
Halo has vehicles instead. You can actually pilot them fully, instead of having an automated score streak, or having much of the vehicular freedom taken away. It's an insult to human intelligence.
On top of more diverse vehicles, everyone has access to them, so no one becomes over powered. Halo actually takes skill and feels rewarding. COD has no strategy, its just run in and the first person to see another person almost always gets a kill.
It gets pretty boring after a while. Community: COD has the worst community going right now. They are immature casuals, populated by 9 year olds screaming into mics.
Halo has a knowledgeable, diverse and mature community. Ripoff: Frankly, COD is a scam. They are selling the same game yearly just to turn a profit.
Even the DLC is over priced. I play tons of games, and the only time I see DLC go over 10 dollar is for an expansion to a game like Skyrim, which is reasonable. COD, on the other hand, charges 15 for the most barren DLC packs ever.
Why? Because they can, and people fall for the scam. Zombies may be okay, but the campaign and multiplayer are the same things over and over again.
Halo has a more lengthy campaign with a better storyline, along with the best multilayer ever, consisting of many modes, forge, which is a map editor, and spartan ops. Spartan ops is basicly a continuation of the story through DLC content. 5 missions will be released for the next 10 weeks for FREEEEEE.
COD devs only care about money. Same game released every year with over priced garbage. The halo developer?
They take time to make a great game, and give you more then a full game for no extra fee. Call of duty always lags, where as Halo is buttery smooth. Storyline: Halo has an amazing plot.
Just look how many games it has spanned across. On top of that, there are books written on it, and something called Halo wapoint packed with tons of Halo trivia. COD game have boring story lines with no depth to them.
There are no books or websites based on the plotlines of COD games. Why do you think CODs story only take a few games to have the entire storyline revealed? Because they lack depth and aren't memorable.
Forge: Forge, as I stated above, is a map editor. You can do almost anything with it, and share your maps with others. This pushed community integration and interaction, whilst considerably extending the life of the game, which is already so long without it.
COD doesn't have anything of the sort. Halo also had theatre mode first, and it is much superior. If you can't make up your mind, get both, that's what I am doing, but any real gamer would go with Halo if he had to choose one.
COD may seem fun at first, but the buzz of the game play wears off after you begin to see through the bad story writing, cheap multilayer and annual releases. I must admit that Black Ops 2 is the best COD since COD 4, but nothing drastic has changed ever since Activision started pumping a new COD game out yearly for money. Most people who tell you COD is better don't like that Halo has strategy, tactics and depth etc. involved instead of every sprinting around the map searching for a kill, or are simply casual fan boys who have never had a taste of a hardcore game, or simply hate Halo because that is what they do.

Asking this question is just going to give you a bunch of biased answers. It's really depend on what you like in a FPS. If you prefer a futuristic game that is supposed to be based in the distant future then you will want to go with halo.
If you prefer a more realistic modern day game (well technically 2025 but more modern that halo) that is much more military based then go with Black Ops 2. Also the whole thing about Black Ops being played by 9 y/o talking crap is true but Halo has the exact same thing. So no matter what shooter you get if you play online your going to get that.
Best thing to do is to just research them and see what dynamic you prefer. Halo is a little more over the top while Black Ops is more modern and realistic.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
