No. The 05 March 2008 deadline is still valid. As of 05 March 2008, ICAO Contracting States may choose to restrict their operators from entering the airspace of other Contracting States where air traffic controllers or radio station operators do not yet meet the language proficiency requirements.
Similarly, Contracting States may choose to restrict other Contracting States' operators from entering their own airspace if the air crews do not yet meet the language proficiency requirements. However, ICAO has urged Contracting States to accept in their own airspace until 05 March 2011 pilots from other States that are not in a position to comply with the language proficiency requirements by 05 March 2008, provided that these States post their language proficiency implementation plans on ICAO's website.
