We have bottled water around but it's for the purpose in case there was a hurricane or something so we'd be able to wash up (if we still were in the house), or maybe even for toileting, but not to show down a fire as for that you'd have fire extinguishers. But there are fire extinguishers for different kinds of fires so determine what you might need and buy accordingly. Yearly you'd have to get them refoamed, and you can rent or buy a house near a firestation.
One of the better things is if you're in an apartment to make sure it has a good firewall so that any fire would be contained. Now to your problem, you need to see a behavioral therapist to get rid of your fear as your fear could consume you over time. Yes there are things to avoid, like don't overload the sockets in your home and keep things unplugged until you want to use them.
Do not use candles (there are fake type candles by battery that you can use). Do not use nail polish remover near an open flame. Have an electric stove and watch anything on the burner while it cooks or in the alternative use the microwave instead as it shuts off on a timer.
Don't keep things like gasoline or car fluids in your apartment or home (that's why there are garages to keep them in, or get rid of them totally as there are county pickups for that purpose).
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
