How are scores from Limited English Proficient (LEP) students new to the United States used?

Limited English Proficient students who enroll in a U.S. school for the first time after May 1 are not required to take the state assessments in reading and writing. However, these first year LEP students are counted as participants on the report card in reading or writing tests only if reported as taking the state’s English Language Proficiency Assessments (ELPA) during the school year.
