For the current MEAP tests with four levels of achievement, levels one and two (exceeds or meets state standards) are added together to form the proficient category. Levels three and four (basic and apprentice) are added together to form the non-proficient category. When historic data is used for MEAP tests with three levels of achievement, the top level is the proficient category of achievement.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
