How can an emergency feeding organization become a CDSS-authorized EFAP food distribution agency?

The first step an agency must take is to get its County Board of Supervisors to formally designate it as the county's EFAP food distributing agency. The Board must pass a resolution, a copy of which must be provided to CDSS. As long as the agency meets all Federal and State eligibility requirements, the CDSS will adopt it as an authorized EFAP food distributing agency.

Currently, 51 counties have designated EFAP food distributing agencies. Usually, a county designates only one agency to be authorized. However, three County Boards of Supervisors (Orange, Los Angeles and Sacramento) have designated two agencies in each county.

Also, some counties have developed cooperative agreements to provide services to other counties.
