I moved recently, and I'm trying to attract birds. I have two birdbaths out, one is heated for winter, the other is extremely shallow for timid birds. I have three feeders; one with thistle, one with black oil sunflower seeds, and one with a fruit/suet mix.
I hung up a drip bucket over the birdbath, since that worked so well at my old house, but still haven't had any bathers. There are no bushes for predators to hide behind. Everything is in a protected front corner where the birds can fly up to the roof to preen and dry their feathers.
Could they be afraid of my knuckleheaded dog? The front window is nearby. I fed hummingbirds this summer and they weren't afraid of the dog.

The dog might be part of the problem but I doubt it. Right now is just not a time when birds need any extra food. Fall is the most bountiful time of the year for seed eating birds and they are gorging themselves on all that nature is offering them right now.
Once winter sets in though they will come to your feeders in droves and will in turn find your birdbaths. Birds will almost always take the natural food over feeder food but in a month or so the natural food is going to be gone and they will need the food that you provide. I go through a lot of birdseed in the winter but I seldom ever put out any food in the summer and fall.
Give the birds just a little more time and you will have a regular bird buffet going on in your yard. Feeders and the water is clean just wait. Knuckleheaded dog? Possibly a threat.
In CA nature has been distrubed by the fires, migration factor or weather could cause some changes. Make sure there is not a short in the heated bath. Maybe even start without it heated.

Native plants will help birds feel at home in your yard. My 3 dogs don't seem to scare the birds away in my yard, so unless yor dog as actively pursuing them and is a really good jumper, I don't think that's keeping the birds away. It might just take time for the birds to get to know that yours is a bird-friendly yard.
For attracting birds over the long run (assuming you just moved there and plan to live there a while) you should plant as many native plants as possible. Create a structured habitat with low, medium, and high plants to give birds both food and shelter. I would like to reccommend a good book for gardening with native plants in your region, but unfortunately I can't seem to find any.
My area (Seattle) has at least a dozen books with specific information on gardening with natives. There may be such a book for your area, but I can't find it. The one book I could find has a review saying much of the information is wrong, so if you get that book (below) but sure to verify the information with an independent third source.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
