The Acer Aspire One doesn't have a TV output, but if your TV is modern, it may have component inputs. If you have component inputs, then you can use a VGA to component convertor to output to the TV. You will need to set the video mode to something that will work on the TV, probably 640x480 at 60Hz If it is not an HDTV.
Amazon sells a number of converters to go form a computer's VGA output to the component in use by most TVs today: amazon.com/StarTech-VGA2CPNT-Component-V... If your TV only has S-Video, odds are that even if you use a converter, the quality on the TV will be poor - my experience using S-Video outputs from PCs is that the TV is just a blurry mess, you can't really even read text very well, and media looks like crap. Maybe the converter box will work better than the direct outputs I have experience with, but I honestly don't think that would be the case. I have the Aspire One. Other than buying an expensive converter box, I have hooked my laptop to a bigger Computer monitor VGA-to VGA and displays the movies, etc just as it would on my flat screen. My computer monitor is 19", so works fine for me.
Those VGA to RCA cables are intended for video cards with a special VGA port that can also output a TV signal. It will NOT work with just any VGA port. The Aspire One's VGA port is NOT one of those special ones.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
