He's still colicing. Buy a water heater and have him drink as much water as he will take. Walk him around until he poo's.
That shows that his insides are still working. Please make sure in the future you give the horse water.
Get the vet out now, he's probably still colicing... this is your fault for letting the water freeze, a water heater costs $30, and if you don't have power then get an extension cord. If you can't do that, cart out boiling water from the house or break the ice with a hammer. Horses don't "boycott" food.
If he's not eating, something is wrong internally. Get the vet back out (I HOPE you care enough to have had the vet out the first time) and give him another exam.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
