I have a 1 year old Pomeranian who is very calm and has never been a big barker, only when the doorbell rings or garage door opens. I just brought home another Pomeranian, who is now 3 months old. They get along great, playing and snuggling together.
The problem is that when they play together they take turns barking at each other. I can give them both identical bones, but they will fight over them, so I take them away if they start mis-behaving. They bark at each other to get attention and entice the other to play.

You have to be the pack leader. As soon as one dog barks, stop them from doing anything. All you have to do is make a sharp sound, like shush!
As you do this you take over their space. You claim it, it is yours. Then when they calm down and become submissive, you tell them to play.

If I hold out my hand and they drop the toy (usually a rope), I will throw it and say "go ahead". If the get too rambunctious, all I have to do now is stand up or say "stop". They both will sit and wait for me.

Well I am happy you have such lucky dogs. Sounds like they are happy and being well cared for, good for you. But since they are dogs, and can't talk to each other, or use sign language, how are they supposed to communicate?
Dogs, express things through noises, growling, mouth noises and barking is part of that. While barking can be irritating at times, its part of being a dog, and dog owner. You can, if the barking becomes to much of an issue for you buy bark collars for them.
There are several kinds. One is Citronella anti bark collar its safe, humane and remarkably effective. The other is a shock collar, which as its name infers gives a shock.
Studies have found that the citronella collar is twice as effective as the shock collar. And more humane of course.As a last resort or if you feel the collars are not working you can have your dogs de-barked. This is efective but many people for some reason feel its cruel.
It is not cruel, but should be used after all the other methods have been tried. From a web site on barking problems: "Dogs have a fold of tissue on each side of the larynx which must tighten and vibrate to make a bark. Debarking surgery removes this tissue.
After the operation, dogs have only a whispery bark, and most of the time both dogs and owners are quite happy with this. Because we know how awful it would be to "debark" a person, many people think the operation is inhumane. " Most show dogs are de-barked because the handlers and owners stay inhotles and barking dogs make for poor neighbors.
Training your dog not to bark is probably your best bet. Using a squirt bottle filled with water and a little time will work. Have the spray bottle handy and when the dog begins to bark, quietly say "quiet" and give a squirt or two to the dogs head or face area (avoid the eyes).
When they stop, tell them "good dog" and wait until the next time. A simple trick but works wonders. IF this does not work, then you can try the above other methods.

A year ago I would have said it was impossible -- But I have a husband who works on his computer until quite late at night (or early in the morning...) and so sleeps late in the mornings, while I am the earlybird. Our three dogs will race outside with me when I go to feed the horses and start wrestling right near our bedroom. The barking was part of it.
I was desperate to keep them quiet so hubby could sleep. Time after time I would interrupt their play with "SHHHHHH" and stop the play. It took about a month, but gradually they learned that if they didn't make any noise, or only very little, they could play all they wanted.
I didn't believe it could happen, but you can try it. Just keep interrupting their play and repeat 'shhhhh' or 'quiet! ' and don't interrupt when they play quietly.
Others might have other more professional ways of handling it, but that worked here, very much to my surprise.
It's just basic doggy behavior You can no more get your dogs to not bark at one another when they play than you can get a group of 4 year olds not to make noise when running around on the playground. It's just what they do...
Sorry Dogs will be dogs. Barking is talking which is communicating. It is like telling children to play and not make any noise.
Yeah every once in a while they will play quietly but if they get excited some noisie is simply going to be expected. We can't ask children not to be children. So lets not try and ask our pets not to be our pets.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
