You didn't go into detail as to what you're doing right now, so there are many variables that could be affecting your finish. I'll cover everything so you can figure out your problem. First off, make sure your skin is ready for foundation.
That means your face should be cleansed and if you're dry, you should be exfoliating once every couple days or so to get rid of any dead cells. Make sure your face is moisturized so that you don't get any patchy dry spots. This is super important if you're dry.
You can use primer if you'd like. I usually don't just because I don't really have issues with my face that need smoothing, and I don't see much difference in my makeup when you use it. If you're doing everything else right, try a primer.
If you have issues with pores, try the Benefit Porefessional. Maybelline also has a bunch of primers for different issues that you can try. Next, you need to check out what foundation you're using.
Not all foundations are created equally. You need to make sure you have a quality foundation that is right for your skin type. If you are dry, I would recommend Loreal True Match Lumi.
If you're more oily, Maybelline Fit Me Matte + Poreless is a great option. If you're dry, you can also try mixing a drop or two of beauty oil into your foundation. Not all foundations work with this method, depending on what's in them, but I've been doing this for the past month or so with Revlon Colorstay (Normal to Dry skin) and it gives a really nice glow.
Next, it could be an issue with how you're applying your foundation. If you apply with your fingers, it's going to be a very sheer coverage. A stippling brush will give you light coverage.
A buffing brush/kabuki of some sort or a quality beauty sponge with give you medium to full coverage. A flat foundation brush will give you the best coverage. I like to dot foundation all over my face, then blend it out with a RealTechniques Expert Face Brush.
If you're going to use a beauty sponge, get one that is quality like the RealTechniques sponge or a Beauty Blender. Run it under water then squeeze it out a LOT. You want it just damp.
I squeeze mine out into a washcloth. Finally, you want to make sure you're setting your foundation so that it lasts and doesn't move around or separate. If you want a drugstore powder, Rimmel Stay Matte or Maybelline Fit Me are great options.
If you have a bigger budget, MAC Mineralized Skin Finish is great. You can add a setting spray on top if you'd like. Everyone raves over the Urban Decay setting sprays.
I don't use a setting spray most of the time because like primers, I don't see much of a difference. Hope that helped!
Try exfoliating your face you could have a lot of dead skin on your face which can make your foundation look cakey, also your skin could be dry too, try a good face moisturizer and maybe go to sephora and get samples of different foundation and see what works best for your skin.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
