Skyrim only uses two cores. But you have a fast enough CPU to run it on ultra settings. Update 1.7.7 is a beta so people should expect some bugs.
I think they are testing some updates to prepare for releasing Dawnguard to the PC. I have the distinct feeling their success rate is not optimal. To assist your situation, first disable anti-aliasing and anisotropic filtering and see how it runs that way.
Unless you are playing on a very large screen, this should not have too much negative affect on your image quality. Another thing that can help is disabling all the water reflections. Under the "water" setting in the launcher, untick all the boxes.
Reflections are a big hog of resources and frankly they are not essential to a game like Skyrim where there is very little still water.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
