How can member nations cooperate in the extradition of persons accused in transnational crimes?

Of course non-citizens can be extradited. Otherwise, it would be a huge legal loophole whereby criminals could commit crimes in foreign countries and then flee to other countries and never be extradited.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
