I agree with @jlburd on the lip liner trick. Just don't do like my aunt and draw on fake lips, that looks worst than no lips in my honest opinion. Just a bit darker on the line of your lips will help.
I have another trick that my friend just showed me to make the lips appear larger and have more of a pout look. It really worked. Fill the lips with a fairly dark shade of lip stain.
You can get this from Revlon. Then get a lighter shade of glossy, highlighter type lip gloss. Apply it in the middle of your lip, close to the inside of your mouth.
Draw a line down with it. This is on the top and bottom lips, from the inner part out in a downward motion. Do a few strokes from the middle out to make it blend in a bit.
This should really bring out your lips and make them drawn out. I hope this helps. There are also lip plumpers available that have similar ingredients to that of tingle tanning lotion.

Lip liner works wonders but a tip is to use a lip liner that is closer to your own natural lip color or the color of the gloss or lipstick that you use. If you want to add color to your lips, an idea is to use a lip liner that is only a single shade darker than the lip gloss or lipstick color that you wish to use. Try not to exaggerate your natural lip line by drawing outside the natural lip line but rather bring out the lip line that you already have.
I have tried using shinier finishes because it reflects light making lips look even bigger. Leave your mouth slightly open too when you are not talking and keep applying that gloss. I want to share a story - when my 6ft 4 inch twin brother use to eat chillie food his lips use to get all big and swollen and rosy red and me and my friends use to pick on him (we were jealous really).
In my family, the guys have bigger lips and longer eyelashes than us women and now this includes both my sons too.
1Roll a small section of toilet paper or tissue until it is about half the width of a pencil if you have a thin upper or lower lip that you would like to look to some extent fuller (especially for photos). Position the paper just under your lip along your gum line. 2Use lip liner that is the color of your lips or the color of your lipstick and gently outline the outside of your lips just beyond their natural border.
If you use a lip liner that is the color of your lip stick, be sure that you continue to reapply your lip stick as it fades. 3Know that lip gloss does miracles in making lips look enviable and animated. The glossier the gloss, the fuller your lips will appear.
Add a coating of lip gloss on top of every coat of chapstick or lip stick when you want your lips to look especially big.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
