How Could The Ground Be Flat When The Earth Is Round?

The earth seems flat for all practical purposes when looking at a small enough lot. However the towers of very long bridges must take into consideration the curvature of the earth. Also the surface of the ocean near a boat seems relatively flat but of course the oceans are global being attracted to the same level away from the earth's center of gravity.
