Your rant is factually inaccurate. The aim is to make those programs fiscally sustainable rather than either being dropped totally or supported from the general budget. Those programs are currently getting funded from the budget because the money was used to support "Great Society" programs of LB Johnson.

Every president since has raided social security as a federal slush fund, now the debt has to be repaid to continue the benefits that were promised when the money was extorted from the taxpayers.
