Any car can be stopped. Going the same speed as others is not a defense, it only means you are in violation. If the officer has radar, he will likely lock on to the closest car.
However, the beam from a laser unit can be as small as 2 1/2 feet wide at 1,000 yards. He can pick out any car he wants. It is rare they are all travelling at exactly the same speed.
If he watches for a couple seconds, he can pick out the fastest one. The same applies to speed computers such as VASCAR. He can pick out any car.
The cop can choose whoever he wants to pull over and give a ticket. However, this rarely happens when you are "keeping up with the flow of traffic", in other words, going as fast as everyone else.
