How do I get my dog to stop nipping?

I have 2 chihuahuas. Both were well behaved. All of a sudden, the three year old has started nipping the pants of my daughter and visitors to the house.

She never did this before. The other dog (10 years old) doesn't do it. How do I get the younger one to stop her behavior?
