If this is a PDF file that you have made or are making the easiest way is to go into the print screen and choose the PDF print driver that you are using to make the PDF file. Under options or advanced options you should find a setting for quality. I would tweak the resolution down one notch from what you had before.
If you had 720 back off to 600 dpi. If 600 dpi take it down to the next setting listed. With PDF files there is a balance between acceptable quality and file size, as resolution does directly affect file size.
Another option may be to break up the PDF file. Nitro PDF and many other PDF programs will allow you to separate PDF files that are already combined in one PDF. By splitting the PDF into 3 smaller PDF files you may be able to work around size limitations for emailing or storage purposes.
The third option depends on the PDF program you are using. In Nitro PDF you can choose PREPARE then OPTIMIZE DOCUMENT... This will allow you to remove objects such as bookmarks and annotations AND/OR adjust IMAGE COMPRESSION or quality (this is a slider you can adjust). This combination allows you to reduce the size of an existing PDF document.
Other programs should have a similar setting for compression and objects, just check the programs help files.
If you have Acrobat Professional installed, you may quickly reduce size by clicking "Reduce File Size..." under the Document menu - it will give you an option to set compatibility to Acrobat version - the newer the version the greater size reduction you may get. Hope that helps.
If there is text in the . Pdf that isn't recognized as text (in other words, you can't select or copy/paste it in text form), you can drastically reduce the size without sacrificing any image quality by running an OCR (optical character recognition) tool on it. If this is the case, I could do it for you for the tip.

When I need to use or edit a PDF file(I don't have any PDF editor) I just open the file in Photoshop and do what I need to it. Then I resave it as a PDF. Photoshop has no problem opening PDFs, but the functionality is bit more limited in terms of editing than a standard picture, etc. Good luck.
