How do I transfer saved game data from a friends PS Vita to my vita?

No , you can not transfer any save , trophy or other game related file from one account to another , this is the same for psvita , ps3 and ps4 consoles , all psn accounts and all users on playstation systems as saves are locked to the user that crated the save file you won't even have the game on another account if its a digital download , you'd need to format and restore the vita , the games you buy on psn are locked to that account only and you can only use one account per system on a vita console.
