You can try this. Open your picture up in another program such as "Paint". Then you can do a "save as" making sure that you save it as a jpeg file which is one of the acceptable formats for pictures.

Usually you can not upload the said picture if its size exceeds the limit allowed by the website to which your are trying the upload, or if the picture's format is not acceptable, or if your disk space is not enough or a problem with your hosting company. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
