Answer A DMZ or DeMiliterized Zone is something that has to be created on the firewall. If you want to setup a DMZ and only have one PC and one firewall, then it is pointless to have the firewall in the first place. If you are in a corporate environment and do not know how to access the firewall, then you should not be setting up your computer on a DMZ.
If you have several PCs on your home network and can access your firewall, then you need to look at the documentation for your firewall and it will tell you how to configure a DMZ. It should be noted however that Steam currently does not support operation through a network DMZ. Quoting a steam tech support email: "If your machine is currently in a network DMZ, you will need to reconfigure your network to play through Steam Typically, Gaming needs Steam and the only inhibitor is not the outbound, but rather the failure to port forward Steam-1 27000--27015 Steam-2 27020--27050 to the gaming system's ip address (obviously it must be a static LAN address).
This setting does not restrict players from specific regions connecting to your server, meaning if your region is available then use it; rather than using International. Your server will appear in the region you select AND International. International is only for locations not listed (for example Canada, Pacific Islands, Mexico, Alaska, Central America, and any other location Valve blindly missed out) or do not fall into any of those categories.
Not for you to say "oh yeah my server is available to the whole world". Important: Some users have said that setting their region to 255 helps get their server on the tracker faster. I have not tested this myself, but it's worth a try.
This is not a big issue seeing as by default most NAT routers and firewalls allow all outbound ports. However, some professional networks (eg. A university or work place) block outbound ports which will impact your server, because you should be getting on with your damn work!
Please remember that if you do not own the network, you must get permission of whoever does if you want to run a server on it. These ports do not have a forwarding or "open to" location. They are simply allowed or disallowed.
Check the cvar sv_lan, it will either be 0 or 1. This should be configured in your server's configuration file (normally server. If your server is not showing up in the LAN tab when you are on the same network, your server has either failed to start or you have a network configuration problem not related to HLDS.

Various routers and network cards (both wired and wireless) have been causing problems due to out of date firmware or drivers. Please check the manufacture website for updates on this. Maybe Windows Update has new drivers for you (not firmware).
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
