You can buy the new cast iron flanges, with the expandable O rings that push into the pipe or you'll have to do the old style or pouring lead onto a cast iron flange. The latter option should only be done by professionals.
I have an old cast iron soil pipe with a broken flange. I'm thinking the best route to go would be to cut the cast iron soil pipe in the basement about a foot below the floor and install a new pvc section with a pvc flange. What should I use to cut the cast iron soil pipe?
Should I rent a chain cutter or can I get through it with a sawzall or something?
