How do you know when parakeets have mated?

You'll know they have mated if/when the female lays an egg. Otherwise, there's no way to know unless you see them mating.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
