How Do You Stop A Dog From Barking Or Whining?

My dog is a whiner she never stopped whining. Do you know how that can get under your skin constantly whine, whine, and whine! Well I plan to give you a few great ideas to stop the Barking or Whining, which have worked for me.

She has two problems she barks if the neighbor makes any kind of noise. All they had to do was bang something or talk to loud and the barking would start. So I tried a few different ways with much success.
