How do you tell your boyfriend you love him when you're both 16 and have been going out for 3 months but were best friends before that?

Well love is a very powerful word and you don't want to say it unless your absoultley sure about it. Yes you where bestfriends before that so im sure you had plenty of love for him. Sit down and look into his eyes and tell him you love him.

Tell him what characteristics you like about him. When I was 16 my boyfriend was 19 and when I told him I loved him he felt a rush (so he says) and now hes crazy about me.. you don't want to rush into something you might regret.
