When the terrorist attacks occurred on 02-120, the NRC used Advisories to communicate information to the licensees about the appropriate steps to take when there was a threat of terrorist attack. The NRC issued Regulatory Issue Summaries (RIS) 2002-12a , 2002-12b , and 2002-12c , "Threat Advisory and Protective Measures System" that included recommended protective measures for each category of licensee.
