Medical testing can fail not unlike false positives with drug testing. AIDS (which HIV causes) can take up to 10 years to develop. The case you mention if correct would be extremely unlikely.
I'd posit another highly unlikely possibility, perhaps he got HIV *FROM* the screening process when he had blood withdrawn.
From what I have learnt thru going through HIV testing is that it can take up to 6 months for the HIV antibodies to be detectable in the test. From the moment you are infected you have HIV and are infectious to other people, but it does take at least 3 months, and up to 6 months to show up. So I have always been advised that if I believe I am exposed, get immediately tested and tested again 6 months later.
This gives the HIV antibodies time to develop. But also remember that there are other ways to contract HIV without having sexual relations. I hope this helps.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
