I think 1 per gallon... max Average sized fish... probably 1 per gallon is a good rule of thumb. Good filteration and bio system with UV steilization, etc. You can up that somewhat but that is a good starting point..

I heard fish won't out grow the tank they're living in .

1 There is a couple of different "rule of thumb," based on volume, surface area, and so forth, but there are enough mitigating factors that I can't really recommend using a "rule of thumb", without also looking into the issue more thoroughly. There is no substitute for doing your homework. There is a decent article on the subject here: freshaquarium.about.com/cs/beginnerinfo/... would suggest reading the entire article before attempting to calculate how many fish you can support.

We recently added a guppy and an African frog in our tank. The guppy is really stupid, but the frog is quite funny to watch when he's not sleeping.

You should be able to get anywhere between 1,815 and 2,372. But better eat 'em up fast or they'll get VERY stinky!

Universal answer to all questions: It depends. I’ve read that you can get 1 inch of fish per gallon. Obviously, you have to consider future growth.

Over crowding and small tanks actually stunt growth. I would base it on the normal adult size of the fish. If a one inch fish will grow to 4 inches - then he should get four gallons to himself to ensure adequate growth.

Also, the type of fish and the filtering system will be important. Some fish are very territorial and will control a lot of space and push smaller less aggressive fish into crowded corners. Other fish tend to school and can be tolerant of more crowded situations.

With a high filtration rate, you could get away with getting more fish in. A good filter with an adequate rate of water flow is critical to all aquriaums - especially saltwater environment, which are supposed to duplicate tidal areas, estuararies or reefs. There is no gaurantee that the fish will not die, even if you have on one fish in the tank.

There are many variables that affect the fishes health. Size of tank and density are just two. Saltwater tanks are a substantial investment of time and money, but are very rewarding when successfully maintained.

You are just going to have to commit the time to read some books to get the knowledge you need to be successful. Fortunately its pretty interesting, so reading about it should not be that much of a chore. Also, ask any of your firends or relatives who keep fish for their experiences and advice.
