They do not sell iPads without wifi... But yes you can, I do not believe there is an age limit on purchasing computer hardware... software does have age limits on things that have been deemed restriction worthy.

As long as you have the money, you can buy anything that isn't illegal, and I pads aren't illegal :).

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
