I know someone who wants a tutor, he needs someone who has their special education certification and experience with teaching learning disabled students. This student would be at a college level. How much is it okay to charge or pay the tutor?

This depends on the college and the economics of the area. In general I have charged anywhere from $15 to $50 per hour depending on the person involved, the college involved and the person's income. It isn't that I gouge affluent students as much as I try to cut a break for struggling students.
When I have to do a lot of research as a tutor, talking to professors, establishing parameters for assignments, even visiting a class, I charge $50. When it amounts to basic freshman homework help I charge $15. Talking with professors is always a challenge since the student has to be present for the professor to discuss anything.
Usually I can't just pick up the phone if I have student specific questions. The privacy acts forbid instructors to speak to anyone without the student present or a waiver on file. Another factor is travel.
If I have several students I tutor on a campus, I haven't charged for travel. The cost to me levels out for seeing multiple clients. If I have to drive to campus or a person's home for one hour at a time, then I will charge travel or simply add an averaged expense into the tutoring fee.
Consider that if it takes me 30 minutes each way and then an hour of tutoring (not to mention gas prices), a $15 session can turn into a $25 or $30 session in a hurry. The college should have a student services liaison for students with disabilities who can connect the student with tutors. Also, vocational rehabilitation services will often assist in paying for tutors if the academic plan has been approved by their office.
If the person who needs a tutor is not registered with voc rehab they need to be immediately. Voc rehab will also assist with paying for books and other expenses if they have approved the education plan. Their approval usually hinges on the need for college as a means to acquire a marketable skill.
