Consider a standard poodle or a shorthaired single coated dog since I doubt your mother will be that happy about all the dog hair. You could consider a Brittany or a German Shorthair pointer if you are indeed active. Golden retrievers and labrador retrievers are popular beginner dogs, but they do shed a pretty good amount, if shedding isn't an issue consider those.

I suggest you allow your parents some input since it will be of necessity be a family dog. It also will be easier on your parents if you do your share of cleaning. Dog hair does add a good amount of extra cleaning work.

You don't need a fence to exercise a dog, running with your dog would be much better for the dog. Keep in mind that you will need to get up an hour earlier each day to walk the dog before school. Since dog bladders don't know weekends from weekdays, you'll have to get up at pretty much the same time on the weekend.

You also need to make plans with your parents what will happen to the dog when you will move out. Are they going to keep the dog or will you take the dog along? If you plan to go to university make sure you pick places where you can take a dog along, e.g. in smaller university towns it will probably be easier to find places which are more rural and don't mind dogs.
