How tight should riding boots be at the calf?

Depending on your environment, ankle length boots may be better Long/Dressage or English style boots should be tight enough that they do not rub your calves, or the horse, at a sitting trot... but loose or of a flexible enough material to remove and put on without too much effort!

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
