To ensure compatibility, it would probably be best to do your project in 2003. It will work fine in 2003/2007/2010. If your project will be used on Office 2007/2010, then create your project in either one of those.
2010 would be a better option. But remember, not everything that works in 2010, will work in 2007 or 2003. (There are very few differences between 2007 and 2010, but quite a lot between 2003 and 2010.) User Forms, Macros, VLookup: Doesn't matter in which Office version you create it.
It should work in all. Conditional Formatting" Office 2003 is limited to 3 conditional formats. Other formulas: There are a few formulas in 2010 that you can't imagine life without, that are not available in 2003.
But the majority of formulas work exactly the same. Tables: Works like a dream in 2010.
You can only buy 2010 now (unless you buy a used copy - not recommended) so you do not have much choice, but anyway there is no point starting to learn Excel on an old version. . EDIT Ok, you didn't say that to start with however my comment still stands, use the latest version as you have it.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
