I'm not sure if this is possible, but assuming it is, you set all permissions correctly and have the apk on the sd card then try using the full path, for example: $output = exec("/mnt/sdcard/ Apk").

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
