Some tutorials require you know what's what within the program.
Hard brush, Size 3px, Scatter 1000%, Make a new layer (layer1). Start with blue, draw even sparkles. Duplicate the layer.
On the duplicate layer select "Disolve" as blending mode. Go to "Gaussian Blur" Radius about 20. Duplicate layer1 and place it on top of the duplicate layer.
Set the blending mode to Exclusion. Merge the three layers. Repeat the steps with yellow (Experiment with the yellow layer opacity).
Merge the layers and use the Diffuse Glow filter (graininess 10, glow 15, clear 15). Then use a filter (like Twirl) to distort the image. Looks better with a dark background.
